What a full 2BHK interior costs in Pune at three finish levels, the lines quotes often leave out, and the UDCPR, society and debris rules that decide what needs permission.
About the numbers below: these are market ranges, not quotes. The per-sq-ft bands and room shares are those in MOA's room-by-room cost guide, not separate Pune rates; where we place Pune within them is our reasoning, explained below. The 700 sq ft flat is an illustration based on published Pune plans. Get itemised quotes for your own flat. Nothing here is a price guarantee or legal advice.
A full 2BHK interior in Pune, with a modular kitchen, wardrobes in both bedrooms, a TV unit, false ceiling, lighting and painting, comes to roughly ₹7 lakh to ₹10.5 lakh at an essential level, ₹10.5 lakh to ₹17.5 lakh at a mid level and ₹17.5 lakh upwards for premium, for a flat with about 700 sq ft of carpet area. GST adds 18 per cent if the quote leaves it out, and a separate design fee, electrical rewiring, civil changes and furniture come on top. Those lines, and the Pune rules that decide what needs permission, are where budgets go wrong.
New 2BHK flats in Pune are compact. Two published examples from the city's western edge:
Larger 2BHKs exist elsewhere in the city, so take the figure from your sale agreement or check it on the MahaRERA portal. Price on carpet area: our explainer on carpet, built-up and super built-up area shows how a rate applied to a larger saleable figure inflates the total. Below we use 700 sq ft of carpet area as a working example; scale it to your flat.
These use the per-sq-ft bands from our room-by-room interior cost guide.
| Level | Rate (carpet area) | 700 sq ft 2BHK | What it usually means |
|---|---|---|---|
| Essential | ₹1,000 to ₹1,500 per sq ft | about ₹7 to ₹10.5 lakh | Laminate modular kitchen and wardrobes, basic false ceiling and lighting, standard hardware, painting |
| Mid | ₹1,500 to ₹2,500 per sq ft | about ₹10.5 to ₹17.5 lakh | Better carcass board and hardware, acrylic or veneer fronts, designed lighting, more built-in storage, part of the loose furniture |
| Premium | ₹2,500 per sq ft and up | ₹17.5 lakh and up | Custom joinery, stone and veneer, imported hardware, automation, full furnishing |
Why we use the full bands for Pune. The cost guide puts metro pricing at the top of each band and says tier-two cities typically run 15 to 25 per cent below. Pune is not a tier-two market in that sense: ANAROCK counts it among India's top seven cities for housing, with MMR, Delhi-NCR, Bengaluru, Hyderabad, Chennai and Kolkata (Outlook Business). So we apply no tier-two discount, and no Pune premium either, since we found no source showing Pune interiors cost more than other metros. Within a band, a compact plan pushes the rate up: the guide notes that rates per sq ft fall as flats get larger, because the kitchen and bathrooms cost about the same either way.
For a mid-level fit-out, the kitchen and wardrobes carry half the budget. The diagram splits a ₹14 lakh scope for our example and lists eight items to ask about separately.
Kitchen. In the 577 sq ft Godrej Nurture plan the kitchen measures 2,100 by 2,450 mm, about 7 by 8 ft. As an L, that is roughly 13 running feet of base cabinets by our reading, inside the guide's 12 to 16 feet for a 2BHK kitchen. Ask for the kitchen priced per running foot and check the footage against your plan. Carcass board and hardware move the price more than the shutter finish.
Wardrobes and lofts. Bedrooms in these plans are about 10 by 11 ft and 12 by 10 ft, so wardrobe walls are short. Take the wardrobe to the ceiling: loft storage is cheap per foot. Hinged shutters need swing space; sliding ones cost more.
ARC STUDIO's Premium Gold, a 750 sq ft Pune apartment, shows the approach in a design render. Elsewhere, the living room is the most elastic line: the same TV wall can cost ₹60,000 or several lakh.
A composite works contract, which most turnkey interiors are, attracts GST at 18 per cent (GST Council). On a ₹14 lakh scope, that is ₹2.52 lakh. If the contract is split into design, supply and installation, the treatment can differ, so ask for tax line by line.
Where a design fee is charged separately, the cost guide puts it at 5 to 12 per cent or a fixed amount, about ₹0.7 to ₹1.7 lakh on our example. Site supervision is the line people forget. Our guidance: ask how many site visits are included and who checks each stage. If you hire a designer for drawings only, you supervise the contractor yourself or pay someone to.
"Electrical" in a quote may mean fitting lights at existing points, or new circuits. Under the Central Electricity Authority's 2023 safety regulations, electrical installation work, including additions and alterations, must be carried out by an electrical contractor licensed by the State Government. Only like-for-like replacement of lamps, fans, fuses, switches, domestic appliances up to 250 V and fittings that do not change the installation's capacity or character is excepted (CEA Regulations 2023, regulation 31). New AC points, extra sockets and a changed distribution board are a licensed contractor's job: ask who does it and whether it is priced.
The cost guide puts gypsum false ceilings at ₹80 to ₹200 per sq ft of ceiling covered. In the 577 sq ft Godrej Nurture plan, the living-dining room and the two bedrooms add up to about 407 sq ft, which works out to roughly ₹33,000 to ₹81,000 for those rooms at that rate. Check whether the quote measures the ceiling covered or the whole flat, and whether light fittings are in.
Quotes often assume the shell is ready. Breaking a wall, moving plumbing, re-tiling or waterproofing is civil work, priced separately and sometimes needing permission. A sensible quote also carries a contingency of 5 to 10 per cent, about ₹0.7 to ₹1.4 lakh here, for uneven walls, old wiring or damp.
The building rulebook. PMC, PCMC and PMRDA apply Maharashtra's Unified Development Control and Promotion Regulations (UDCPR). Its definition of an addition or alteration includes cutting into or removing any wall, partition, column, beam or floor, and it states that painting, plastering, pointing, paving and retiling are not alterations. Regulation 2.1.1 says no one may make alterations to a building without the authority's permission, and 2.1.2 lists window safety grills among works that need none (UDCPR, as hosted by PMC). So repainting and new tiles are outside it; removing a wall or partition is not. Our Pune building permission guide explains which authority covers your address.
Your housing society. If your building is a co-operative housing society, Maharashtra's model bye-laws say a member may not make additions or alterations in the flat without the committee's prior written permission, applied for through the secretary, and that structural changes need the competent authority's permission too (bye-law 45, Commissioner for Co-operation, Maharashtra). Your society's registered bye-laws are what bind you. We found no Pune-wide rule on working hours, lift use or deposits, so get your society's rules in writing before work starts.
Debris. A PMC circular, filed before the National Green Tribunal, requires anyone generating construction and demolition waste to take it to the collection centres at PMC's ward offices, which charge user fees for transport and processing. For 2022-23 it set a fine of ₹25,000 per truck for illegal dumping (PMC written notes to the NGT). Ask your ward office for current fees, or PCMC if you are in Pimpri-Chinchwad, and ask each firm whether carting debris is priced.
Pune is drier than the coast, but its monsoon still matters for joinery. The city's normal rainfall for June to August is 488.4 mm, and in 2026 it received 653.7 mm in those three months, including 508.9 mm in July against a July normal of 190 mm (Free Press Journal). For about 700 sq ft of carpet area, roughly ₹7 to ₹10.5 lakh at an essential level, ₹10.5 to ₹17.5 lakh at a mid level and ₹17.5 lakh upwards for premium. These are market ranges before GST, loose furniture and appliances.
Painting, plastering and retiling are not alterations under UDCPR; removing a wall or partition is, and needs the planning authority's permission. Co-operative societies also need to give written permission for alterations.
Often. Works contracts attract 18 per cent GST, so confirm whether each quote includes it.
New circuits and alterations need a state-licensed electrical contractor under the CEA's 2023 regulations; like-for-like switches, lamps and fans are excepted.
