What to build an Odisha house with: fly ash brick and the 2024 ash rule, AAC, laterite and khondalite, cyclone-safe roofs under IS 15498, and Odisha SoR 2022 rates.
For a house in Bhubaneswar or on the Odisha plains, build a ductile RCC frame, walls of BIS-marked fly ash brick (or AAC on the hottest walls), and a roof designed first for cyclone uplift, then for heat. Detail everything for a monsoon that brings three quarters of the year's rain from June to September.
Below are the official figures behind each choice, with indicative rates from the Odisha Schedule of Rates. For what a whole house costs, see our state-wise construction cost breakdown.
About the numbers below: Climate figures are IMD normals. Material properties come from the BIS standards and BEE code named next to them. Prices are basic Khurda district rates from the Odisha Schedule of Rates 2022 (effective 20 April 2023), excluding GST, and are indicative only. The recommendations are professional guidance, not code: your architect and structural engineer decide for your site.
The India Meteorological Department's climatological table for Bhubaneswar, 1991 to 2020 gives a mean annual rainfall of 1,657.8 mm. June to September brings 1,224.5 mm of it. The mean daily maximum reaches 37.7 °C in April and May, and the coolest mean minimum is 15.4 °C in December. Its record 24-hour rainfall, 426.4 mm, fell on 30 October 1999, a day after the super cyclone struck the Odisha coast (India Water Portal).
BEE's Eco-Niwas Samhita 2018, the energy code for homes, lists Bhubaneswar in the warm-humid climate zone.
The Central Ground Water Board's Khurda district groundwater brochure (2013) describes a lateritic upland over most of the district, with laterite capping averaging about 20 m, prominent at Bhubaneswar, Khurda town, Bolagarh and Tangi. Beneath lie Gondwana sandstone and Precambrian khondalite, charnockite and granite gneiss. In the Mahanadi delta to the north-east, bedrock was struck at 119 m to 230 m. Let a soil test set the footing.
Annex E of IS 1893 (Part 1):2016 places Bhubaneswar and Cuttack in Seismic Zone III, zone factor 0.16, and OSDMA lists Khurda, Cuttack and Puri among the moderate-risk districts. BIS issued a 2025 edition in November 2025 and withdrew it in March 2026, so the 2016 edition applies (ETV Bharat, 11 March 2026).
Annex A of IS 875 (Part 3):2015 gives a basic wind speed of 50 m/s for Bhubaneswar and Cuttack, against 39 m/s for Rourkela inland. Clause 6.3.4 notes that cyclone winds often exceed the map speeds and are felt mostly within about 60 km of the coast, where it adds an importance factor of 1.30 for post-cyclone structures such as shelters, 1.15 for industrial ones and 1.00 for others, including houses.
Odisha learned this the hard way. After Cyclone Phailin in 2013, OSDMA's disaster resilient housing programme took up around 30,000 houses within 5 km of the high tide line in Ganjam, Khurda and Puri, at ₹3 lakh for about 300 sq ft each.
The BIS guideline is IS 15498:2004, on improving the cyclone resistance of low-rise houses. It names Orissa among the cyclone-prone coasts and notes that damage to houses causes most loss of life. Its key points for a house:
Guidance: on a framed house, the weak points are light additions: sheet canopies, water tanks, solar frames and glazing. Have their fixings designed for wind.
Odisha makes a great deal of fly ash: 31.24 million tonnes in 2018-19, of which 82.71% was used, says the State Pollution Control Board's annual report. A 2018 study for the Board by VSSUT Burla covers nine major plants in the Angul-Talcher and Sambalpur-Jharsuguda clusters, and places NALCO's plant at Angul about 150 km from Bhubaneswar.
The environment ministry's S.O. 05(E) of 1 January 2024 amended the 2021 ash notification. Paragraph B(8) now says all building construction projects, including those of "all private agencies", within 300 km of a coal or lignite power plant shall use ash bricks, tiles or other ash-based products, provided they cost no more than the CPWD or state PWD Schedule of Rates price. New paragraph B(10) asks local authorities to provide for ash products in building bye-laws.
The Odisha Schedule of Rates already prices fly ash bricks. The notification does not say whether it binds a family's own house: treat ash bricks as the default, not an optional extra, and ask your architect and local authority how the rule is applied.
| Material | What the standard or schedule says | Thermal conductivity (BEE) |
|---|---|---|
| Fly ash brick | The Odisha SoR specifies a crushing strength of at least 75 kg/cm², which is Class 7.5 in IS 12894:2002. Up to Class 12.5, water absorption must be at most 20% and efflorescence no worse than "moderate". | 0.856 W/mK at 1,650 kg/m³ |
| AAC block | The SoR asks for at least 4 N/mm² under IS 2185 (Part 3). | 0.184 W/mK at 642 kg/m³ |
| Kiln-burnt clay brick | The SoR lists clamp-burnt bricks at 35 kg/cm² and kiln-burnt (K.B.) bricks at 75 kg/cm². | 0.62 to 0.98 W/mK, by density |
Conductivities are from Table 7 of the Eco-Niwas Samhita: for the same thickness, AAC passes about a fifth of the heat of fly ash brick.
Guidance: fly ash brick is the everyday choice: local, familiar to masons and more uniform, since the SoR allows a size tolerance of ±2% against ±8% for burnt clay bricks. Use AAC, with its own joint mortar, where heat gain matters most. Keep exposed brick to sheltered or indoor faces.
How to judge any product: ask for the BIS licence number on the invoice, the class or grade, and a recent test certificate dated to the batch.
Most new houses here have a flat RCC slab, which resists uplift by its weight when tied into the frame. The Eco-Niwas Samhita caps roof thermal transmittance (U-value) at 1.2 W/m²K, which a bare slab will not meet without insulation or shade.
Guidance: insulate the slab or add a ventilated shade, and finish it light. Tie any tiled or sheet canopy down to the IS 15498 details above: light roofs are what cyclones lift first.
Laterite is underfoot across much of Khordha district. The Collectorate's District Survey Report for laterite (2020) says its slabs are used mainly for boundary walls and houses after sizing by hand. The Indian Bureau of Mines' yearbook chapter notes that laterite is soft when quarried and hardens on exposure, but is weak under heavy pressure, so it suits light structures and partition and boundary walls.
Khondalite is the old rock beneath. The same report says it is quarried around Tapanga and Kurumpada as dimension, decorative and artisan-grade stone, with two sources reserved for the beautification of Puri town. The CGWB brochure notes it weathers deeper than the district's other hard rocks.
Guidance: use laterite for compound, plinth and garden walls, treated on rain-facing sides, and load-bearing only to an engineer's design. Use sound, unweathered khondalite for verandah floors, steps and cladding.
About these rates: they are basic material rates for Khurda district from the Government of Odisha Schedule of Rates 2022 (Works Department, effective 20 April 2023), the latest on the department's site when we checked. The schedule states that its material rates exclude conveyance, royalty and GST. They are the state's estimating rates, not shop prices, and exclude laying, mortar and wastage. Treat them as indicative.
| Item (as listed) | SoR 2022 basic rate, Khurda |
|---|---|
| Fly ash bricks, 23 x 11 x 8 cm, at least 75 kg/cm² | ₹4,450 per 1,000 (Cuttack ₹4,283.40; most districts ₹4,554.88) |
| Fly ash blocks, 30 x 20 x 15 cm | ₹16.07 each |
| K.B. (kiln-burnt) bricks, 23 x 11 x 8 cm, at least 75 kg/cm² | ₹5,180.48 per 1,000 |
| Clamp-burnt bricks, 23 x 11 x 8 cm, at least 35 kg/cm² | ₹3,906.39 per 1,000 |
| AAC blocks, at least 4 N/mm² (state-wide new materials list) | ₹3,255.50 per cubic metre |
| Laterite stone, rough dressed | ₹729.98 per cubic metre |
| Khondalite tiles, up to 0.06 sq m | ₹324.37 per sq m |
| First-class Raniganj or Mangalore pattern tiles | ₹976.72 per 100 |
Cement and steel carry no fixed figure: the schedule takes cement at the average factory price of three makers in the state, and steel at SAIL's rate. It counts 400 bricks of 23 x 11 x 8 cm to a cubic metre, so by our arithmetic the bricks alone cost about ₹1,780 per cubic metre in fly ash and ₹2,070 in K.B. brick.
To check current local prices: look for a newer schedule on the Works Department's Schedule of Rates page, and compare three written quotes showing GST, delivery and the BIS licence number. See also our guide to turnkey, item-rate and labour-rate contracts.
Before you buy materials, also run the checks in our guide to plot due diligence, including flood history.
For most houses, a BIS-marked fly ash brick of at least Class 7.5: local, specified by the Odisha SoR and favoured by the 2024 ash rule. Use AAC on west walls and the top floor to keep out heat.
The Odisha Schedule of Rates 2022 lists 23 x 11 x 8 cm fly ash bricks in Khurda district at ₹4,450 per 1,000, excluding conveyance, royalty and GST. Get dated written quotes for current prices.
The 2024 amendment says all building projects, private ones included, within 300 km of a coal or lignite power plant shall use ash products priced within the Schedule of Rates. It does not say whether that binds a family's own house, so ask your architect and local authority.
Have a structural engineer design it to IS 875 (Part 3) and IS 15498: a compact plan on raised ground, a well-tied roof, protected openings and every light element fixed for uplift.
Choose materials with someone who knows the site. An architect can match walls, roof and foundations to your plot's ground, flood risk and distance from the sea. Consult an architect on MOA, or try the MOA home cost calculator.
