Who approves your building in Lucknow, what UP's 2025 bye-laws changed for small plots, and how section 80 land conversion works after the 2026 amendment, with official links.
Before you rely on any of this: Uttar Pradesh rewrote its building bye-laws in 2025 and changed the section 80 land conversion rule in 2026. This guide was updated in October 2026 for both, and everything below links to its official source. Confirm the current position with LDA, or with an architect who has filed in Lucknow recently, before you spend money or sign anything. This is a plain-English guide, not legal advice.
In Lucknow, the Lucknow Development Authority (LDA) approves building plans for most of the city, and since the 2025 bye-laws a house on a plot of up to 100 sq m (about 1,076 sq ft) in an approved layout needs no permission at all, only a ₹1 online registration with a self-declaration. Houses on plots of up to 500 sq m in LDA layouts get instant online approval once a licensed architect or engineer certifies the plans.
The land comes first, though. Your plot has to be zoned for housing in the Lucknow Master Plan 2031, and if the revenue record still calls it agricultural, section 80 of the UP Revenue Code applies. Since April 2026, an LDA building permission counts as that section 80 declaration, which removes a whole round of paperwork for most plot owners.
Plots in unauthorised colonies are a separate problem: the small-plot exemptions described below specifically do not apply there. If a seller cannot show an approved layout, treat it as a warning sign. Our plot due diligence checklist covers the other checks to run before you pay.
The state cabinet approved repealing the Uttar Pradesh Building Construction and Development Bye-laws, 2008 and replacing them with new bye-laws under section 57 of the 1973 Act, plus Model Zoning Regulations under section 13(2). The cabinet decision is reproduced in the dissemination workshop slides of 10 July 2025, filed by the Ghaziabad Development Authority before the National Green Tribunal.
LDA's Rules and By Laws page carries the Housing and Urban Planning Department's Model Building Construction and Development Byelaws and Model Zoning Regulations, 2025, dated 3 July 2025, in English and Hindi. The older 2008 regulations are still listed there; a permit already issued under them stays governed by its sanctioned map (clause 2.1.3). What changed for a house:
If setbacks, FAR and ground coverage are new terms, our explainer on setbacks, FAR and height limits walks through them.
Pull the khatauni (record of rights) for the khasra number on UP Bhulekh, the Board of Revenue's land records portal. Check who is recorded as bhumidhar, whether the holding is joint, and whether the land is still agricultural. The same portal shows whether a gata (plot) is under dispute or has been sold.
Then check the zone. Clause 2.1.1 of the bye-laws says no permission can be granted against the Master Plan or Zonal Development Plan. Lucknow Master Plan 2031 was approved by the state government on 19 December 2016 under sections 10 and 11 of the 1973 Act, for about 105,125 hectares, of which about 71,220 hectares were proposed for urbanisation. LDA has since prepared a GIS-based revision, put out for public objections in 2022. The report and the revised map are on LDA's Master Plan Map page. I could not find a published date for the state's final approval of the revision, so ask LDA which version applies to your plot. LDA's citizen portal at registration.ldalucknow.in has a Know your land use service for exactly this.
If the zone does not allow housing, no building permission will be issued. Changing the zone is a master plan land use change, which carries a conversion charge under rules most recently amended by a notification of 22 September 2026, listed on LDA's bye-laws page. That is a much longer process than the section 80 step below.
In Uttar Pradesh, agricultural land becomes non-agricultural in the revenue records through a declaration by the Sub-Divisional Officer (SDM) under section 80 of the UP Revenue Code, 2006. The updated Code is published on the revenue courts portal (UP Revenue Code 2006, updated). The parts that matter:
Applications for your own house are made on the section 80 portal; industrial, commercial and township applications go only through Nivesh Mitra, the state single window. The procedure note asks for a self-declaration and a map signed by all landholders, the Collector's circle rate, and certified copies of the khatauni and khasra. The Tehsildar inspects, the SDM can raise queries within seven days, and you download the certificate once it is granted.
The 2026 change. The Uttar Pradesh Revenue Code (Amendment) Bill, 2026, introduced on 4 August 2026 to replace an ordinance of 23 May 2026, adds a proviso to section 80(8). Where land in the notified area of a development authority or the Housing and Development Board gets a building permission, development permission or layout approval, that approval is deemed to be a section 80(2) declaration. After an inquiry, the entry must be made in the revenue records within 15 days, and no fee is charged. The amendment is deemed to be in force from 8 April 2026, and TeamLease RegTech reports it was notified as an Act on 13 August 2026.
In practice, for a plot inside LDA's area the order is now: confirm the zone, get the LDA permission, and the revenue entry follows. Once the house is built, you can apply to the SDM within five years to convert the section 80(2) declaration into a section 80(1) declaration, which the SDM must decide within 15 days. Check that the entry has actually appeared in your khatauni before you sell or mortgage.
Applications are filed on the Housing and Urban Planning Department's Building Plan Approval System, which LDA's website links to and which describes itself as a fast, trust-based plan approval system. Its EDCR scrutiny engine reads the CAD drawings and checks them against the bye-laws. Under clause 2.1.2, residential plots fall into three tiers:
| Tier | Residential plot | What you do |
|---|---|---|
| Low risk | Up to 100 sq m in an approved layout | No permission. Register online for ₹1, self-certifying title, plot size, floors, land use, road width, setbacks, floor plans, height and parking (over 50 sq m). An acceptance certificate is generated automatically. |
| Medium risk | Up to 500 sq m (single home) in an LDA or LDA-approved layout; up to 300 sq m outside layouts in areas LDA identifies, on a government-built road | Instant online approval once a licensed technical person certifies the plans and the fees are paid. |
| High risk | Over 100 sq m outside an approved layout, over 500 sq m in one, and all group housing and high-rise | Full online application and scrutiny, with NOCs where needed. |
A licensed technical person is an architect, town planner, engineer or supervisor registered under the bye-laws or with their professional body. Self-certification is not a free pass: LDA can revoke these permissions within 30 days, or at any time for misrepresentation, and the owner and the professional are personally liable for a false declaration. For what fits on a small plot, see what you can build on a 30x40 or 30x50 plot.
At plinth level, the owner uploads GPS coordinates and dated photographs of the site with an affidavit. A deviation found on inspection can lead to the site being sealed. Residential plots in LDA's own plotted schemes and approved layouts are exempt from this upload (clause 2.8).
Completion: under clause 2.9.3.1, a completion certificate is not required for a house on a plot of less than 500 sq m, and none is needed for low-risk registrations either. Larger buildings file a notice of completion through their architect or engineer; the certificate is issued online, and an application not rejected within eight working days is deemed approved. Even where no certificate is required, keep your registration or approval, the certified drawings and the revenue entry together, because a buyer's lawyer or a bank will ask for them.
Once approvals are in hand, our Lucknow construction cost breakdown helps you budget the build.
If the plot is up to 100 sq m (about 1,076 sq ft), sits in an approved layout and the house follows the master plan and bye-laws, no. You register online for ₹1 with a self-declaration. Outside an approved layout, a plot over 100 sq m needs full approval.
For medium-risk houses up to 500 sq m in LDA layouts, approval is instant once certified plans and fees are submitted. Other applications go through scrutiny; the bye-laws treat a shortfall not fixed within 15 days, or fees not paid within 30, as grounds for automatic rejection.
Not separately, for land inside LDA's notified area. Since 8 April 2026, the LDA permission is deemed a section 80(2) declaration and is entered in the revenue records within 15 days, without a fee. Converting it to a section 80(1) declaration after you build is a separate application to the SDM.
Only if Master Plan 2031 allows residential use on that land. A section 80 declaration cannot be made against the master plan, and a plot in an agricultural or green zone needs a master plan land use change first.
