Updated 17 Oct 2026: this list is built from the public profiles on Member of Architecture on that date. Details such as services and completed-project counts are supplied by each studio. Check the profile, and ask for references, before you appoint anyone.
There are 6 design practices in Surat listed on Member of Architecture: 2 architecture studios and 4 interior design studios. 2 of them have had their Council of Architecture registration verified, and 1 has published finished work on MOA that you can look at before making contact. This page lists every one, with what they do and how to reach them directly.
How this list was put together
Worth being straight about the basis, because many "top architects" lists are advertising in disguise. This is not a ranking of the best architects in Surat: nobody can credibly produce that. It is every practice on MOA that works in the city, ordered by the work they have published on MOA and then by the number of completed projects they report.
No paid placements. Nobody paid to appear here, and MOA takes no commission on any project that follows.
Completed-project counts are self-reported by each studio and cover their whole career, not only the work shown on MOA.
COA verification means MOA has checked the architect's registration with the Council of Architecture. Only a registered architect may use the title "architect" in India, under the Architects Act, 1972.

Across the 6 practices listed, the services on offer are: 3d-Rendering, Construction Drawings, Design Consultancy, Furniture Design, Interior Designing, Plan Approvals, Turn-Key Projects. Not every studio does everything, so check the individual profiles. Scope is the most common source of disagreement later on.

Building rules in Surat: SMC, SUDA and the CGDCR
Before you brief anyone, it helps to know whose rules your plot falls under. Inside city limits, building permission is handled by the Surat Municipal Corporation (SMC). Around the city is the Surat Urban Development Authority (SUDA), set up by the state under section 22(1) of the Gujarat Town Planning and Urban Development Act, 1976. SUDA says its area covers 195 villages around SMC as well as the SMC area itself, and its development plans page lists Development Plan 2035, sanctioned by a state notification of 8 October 2020. Both work to one state rulebook: the Comprehensive General Development Control Regulations, 2017 (CGDCR), issued by Gujarat's Urban Development and Urban Housing Department, which place SUDA in category D1 with the development authorities of Ahmedabad, Gandhinagar, Vadodara and Rajkot. SMC's Town Development Department publishes the regulations and the variations made to them, the latest listed dated 5 September 2024.
A few points from SMC's own pages and from the CGDCR procedure regulations (Part I, as modified up to October 2019) that shape how you hire:
Who decides your file. SMC's approval process page says low-rise, non-commercial buildings, which covers most family homes, are scrutinised by the zone office and approved by the Zonal Officer, with the Zonal Chief's prior approval where the plot is over 400 sq m. High-rise and commercial buildings and layouts go to the central Town Development Department and are approved by the Municipal Commissioner.
Land first. The same page says the permission is issued once the owner submits non-agricultural (NA) certificates from the Revenue Department, so check the land record before you pay for drawings.
A Person on Record files it. The owner appoints an Architect on Record or Engineer on Record to certify that the design complies, and a Structural Engineer on Record. A Supervisor on Record is needed where the built-up area is over 250 sq m, or for any apartment, commercial or mixed-use building. Anyone registered with SMC or SUDA may practise across the whole state. SMC publishes its lists of registered architects, engineers and structural designers, and says a registration is valid for five years.
Filed online. The CGDCR lets the state require online applications and automated scrutiny, and SMC's development permission page lists files approved on the state's eNagar portal. Our guide to building permission in Ahmedabad explains that online system, and the NA step, under the same state rules.
Time limits. The authority is to scrutinise a complete application within 30 days of the scrutiny fee being paid. A permission lapses if the authority has not been told that work has started within twelve months, and revalidation can stretch it to four years in all. Building Use permission, which you need before moving in, follows an inspection that the authority is to carry out within 21 days of the application.
That consolidated text runs only to October 2019, and the state amends the CGDCR by notification, so ask your architect to check the current position for your plot, especially FSI, setbacks and parking.
Four questions worth asking before you appoint anyone
Most homeowners ask about fees first and regret it. These tell you more:
Have you built on a plot like mine, under the same authority? Approval processes differ by authority and zone. Someone who has filed with yours recently saves you months.
What is included, and where does your scope end? Concept drawings, construction drawings, approvals, liaison work and site supervision are often priced separately. Get the boundary in writing.
Who runs my project day to day? At a small studio it is the principal. At a larger one it may not be. That is fine, but you should know before you sign.
Can I speak to a client from two years ago? Recent clients are still in the honeymoon period. Older ones can tell you how the building aged and how overruns were handled.
Three models cover most of the Indian market: a percentage of project cost, a rate per square foot, or a fixed fee for a defined scope. Percentage fees are common on larger residential work, and per-square-foot pricing is more usual for apartment interiors and renovations. Ask which model a studio uses before discussing numbers, because the same total looks very different under each. Our guide to architect and interior designer fees goes into more detail.
Frequently asked questions
Do I need a registered architect to build in Surat?
You need a registered professional, though not necessarily an architect. Under the CGDCR, the owner must appoint an Architect on Record or an Engineer on Record, registered with SMC, SUDA or another listed authority, to certify the design and see the file through to Building Use permission. Interior work inside an existing flat usually does not need a permission, but anything affecting structure, plumbing stacks or the facade generally does, and housing societies have their own rules. Confirm with SMC or SUDA before you begin.
Is my plot under SMC or SUDA?
If it is inside Surat city limits, SMC; if it is in one of the villages around the city, SUDA. SUDA publishes an authority map on its website. If the seller cannot tell you, ask for the survey or final plot number and check before you buy.
How long does a residential project take?
Design and drawings typically take two to four months, approvals vary by authority and by how complete the file is, and construction of a full house usually takes a year or more. Apartment interiors are faster, commonly three to five months from design to handover.
Does MOA charge for introductions?
No. Enquiries go straight to the studio, with no commission on either side.
How do I check an architect's registration?
Look for COA verification on their MOA profile, or confirm their registration with the Council of Architecture. Our COA guide explains how.
