Who approves your Surat plot, SMC zone office, central department or SUDA, plus TP schemes, DP 2035 zoning, the Tapi flood-line rule, CRZ and NA permission, with official links.
Before you rely on any of this: updated 17 October 2026. Several things here are still moving, including a July 2026 draft change to the state building rules and village-by-village changes to Surat's development plan. Every point links to its source and date. Confirm the current position with SMC or SUDA, or an architect who has filed there recently, before you spend money. This is a plain-English guide, not legal advice.
In Surat, a family home inside city limits is usually approved by a Surat Municipal Corporation (SMC) zone office, not the head office, while plots in the villages around the city fall to the Surat Urban Development Authority (SUDA). Both work to Gujarat's statewide Comprehensive General Development Control Regulations (CGDCR) 2017, and in both, permission is issued only once the land is non-agricultural.
What sets Surat apart is the ground: town planning schemes, SUDA's Development Plan 2035, and extra rules near the Tapi and the coast. This guide covers those. Online filing and the NA process work the same across Gujarat, and our guide to building permission in Ahmedabad explains them step by step.
If the seller cannot say which applies, treat it as a warning sign, and run the rest of our plot due diligence checklist before you pay.
SMC splits approvals in two, says its approval process page:
The Town Planning Department first comments on TP scheme proposals and road alignment. Permission is issued once the owner submits NA certificates from the Revenue Department and pays the development charges. The department's home page splits site supervision and regularisation the same way.
SMC's "How do I" page for development permission dates from October 2019, so read it as a checklist, not the current form. It asks for:
The inspector's site checklist includes service lines and drains across the plot, nearby water bodies including khadis, and any flood protection wall or river embankment.
Filing itself is online. Gujarat's Online Development Permission System (ODPS) on eNagar applies to every corporation and development authority under a circular of 2 December 2020, filed by an architect or engineer registered as a Person on Record.
In a town planning (TP) scheme, each landholding is redrawn as a final plot, with land deducted for roads and public uses. SMC's TP scheme details page, updated on 1 October 2026, lists 146 schemes covering 21,089.88 hectares:
| Stage | Schemes | Area (ha) |
|---|---|---|
| Sanctioned final schemes | 74 | 8,286.42 |
| Sanctioned preliminary schemes | 18 | 2,421.80 |
| Sanctioned draft schemes | 49 | 9,454.55 |
| Draft schemes submitted to the state | 5 | 927.11 |
The stage matters. SMC's town planning page sets out the steps: after a draft is sanctioned, a state-appointed Town Planning Officer prepares the preliminary and final schemes, with a board of appeal between. Our advice: in a draft scheme, treat the final plot as provisional. SUDA's TP schemes page lists a further 17 sanctioned draft and 5 sanctioned preliminary schemes in its villages, each with its map and F-Form, the statement of a final plot's area and ownership. SMC says its own records, not the web page, are final, so get the certified part plan.
SUDA's Development Plan 2035 was sanctioned on 8 October 2020 (GH/V/157 of 2020) and has since been changed village by village: SUDA's variations page lists state notifications from 9 July 2024 to 19 May 2025, some inside SMC. Rely on a current zoning certificate, not an old DP sheet.
How much you can build comes from CGDCR Part II. Its FSI table for the SUDA area, Table 6.8 in the October 2019 version published by SMC, includes:
| Zone | Base FSI | Chargeable FSI | Maximum |
|---|---|---|---|
| Gamtal (village core) | 2.0 | Nil | 2.0 |
| Natural growth of village | 1.2 | 0.6 | 1.8 |
| Residential or commercial (R1, C2) | 1.8 | 0.9 | 2.7 |
| Residential within 500 m of the 90 m ring road (SPD5) | 0.6 | 3.4 | 4.0 |
Chargeable FSI costs 40% of the jantri rate (part of the ring road band, 20%). Treat these as the 2019 baseline: a notification of 13 September 2022 proposed changing the ring road band to 1.8 base FSI plus 2.2 chargeable and adding zones such as the high-speed rail corridor (H-node, up to 5.4) and the Kamrej-Palsana corridor (up to 4.0), and on 28 July 2026 the state published a draft "zone-wise negative list" for all of CGDCR. Ask your architect for the current table. For what these limits mean on a real plot, see our explainer on setbacks, FAR and height limits.
On 11 November 2020 the state proposed Table 6.8A, a "Regulation for Tapi flood prone area" covering the Tapi's flood-prone areas in the SUDA area (notification GH/V/174 of 2020, published by SMC). The same day, an order under section 122 told every authority to apply that notification's changes with immediate effect.
Public bodies may build on stilts in the no-development bands; the development plan's zone boundary prevails, and stricter coastal rules apply where relevant. A notification of 18 November 2021 finalised one other item from the 2020 set and left the rest under consideration; we found no later final notice for Table 6.8A. Within 150 m of the Tapi, ask SUDA or SMC which version applies before you design.
SMC's notifications page still carries the state's letter forwarding the Coastal Regulation Zone (CRZ) Notification, 2011, which was replaced by a new notification on 18 January 2019 (LiveLaw, 23 Jan 2019), so ask which rules apply to your plot.
Gujarat's Safety Regulation for Buildings in CRZ Area, brought in by an order of 3 February 2016, lists Surat district (Olpad, Surat and Chorasi) and SUDA among the areas covered. It applies to residential buildings above 10.5 m and to all commercial, public, hospitality, assembly and institutional buildings. The owner files a structural design with a structural expert's audit, a committee chaired by the Municipal Commissioner (or the Collector outside corporations) reviews it before permission, and a site supervisor reports at each stage. A low house is outside this regulation, though CRZ rules may still apply.
SMC issues the development permission only after the owner submits NA certificates from the Revenue Department. If the land record still shows the land as agricultural, NA permission is a matter for the Collector, applied for on the state's iORA portal, and land records are on AnyRoR. A premium is payable for new or restricted tenure land; we found no official rate table, so get the figure for your survey number from iORA or the Collector's office.
Land inside TP schemes is a grey area: a 2016 announcement treated approved TP land as non-agricultural, but a February 2026 report said an NA certificate was still needed and an exemption only under consideration. The Ahmedabad guide sets out both, and we found no notification settling it as of 17 October 2026. If your final plot has a city survey property card or shows NA, there is no separate revenue step.
After permission, SMC grants commencement certificates stage by stage; on completion, your architect or engineer submits a completion certificate and SMC grants Building Use (BU) permission.
SMC does demolish. On 7 September 2026 it removed two unauthorised floors from six buildings in TP Scheme 4 (Ashwini Kumar-Navagam), approved for ground plus four, after notices to stop work were ignored (DeshGujarat).
Gujarat's impact fee scheme under the Gujarat Regularisation of Unauthorised Development Act, 2022, never covered work done on or after 1 October 2022 (section 8(4)). Its last extension listed on the department's GRUDA page, a notification of 15 December 2025, ran six months from 17 December 2025, to about mid-June 2026; the page, updated 24 June 2026, lists nothing later, so treat it as closed.
Inside city limits, SMC; in the villages around, SUDA. Sachin, Kansad, Kathor, Abrama, Pasodra, Saroli and others joined SMC on 18 June 2020. Inside SMC, a family home is usually approved at the zone office.
The state proposed Table 6.8A in November 2020 and ordered authorities to apply it at once, but we found no final notification. Under it: nothing within 15 m of an embankment or 30 m of an open bank, and stilted buildings only up to 150 m. Ask SUDA or SMC which version applies to your plot.
In the 2019 CGDCR, a SUDA-area residential zone has base FSI 1.8, up to 2.7 with paid FSI. Changes have been proposed since, so ask for the current table.
SMC issues permission only against NA certificates. If your final plot already shows NA or has a city survey property card, you have them; if the record says agricultural, budget time for the Collector.
