Who approves your building in Chennai: self-certification, the Corporation, CMDA or DTCP. Plus land use checks, change of land use, layout regularisation and the completion certificate, with official links.
Before you rely on any of this: Tamil Nadu has amended its building rules many times since 2019, and more changes were announced in August 2026. This guide was updated in October 2026 and links to its sources. Confirm the current position on the official portal, or with an architect who has filed in your area recently, before you spend money. This is a plain-English guide, not legal advice.
Who approves your building in Chennai depends on two things: where the plot sits and how big the building is. A small house can now get its permit instantly by self-certification, a mid-sized home inside the city goes to the Greater Chennai Corporation, and anything larger, along with any change of land use, goes to CMDA. Outside the metropolitan area, the Directorate of Town and Country Planning (DTCP) takes over.
The land comes first, though: the zone your survey number falls in, and whether the plot sits in an approved layout. Get those right and the permit is usually paperwork.
The Chennai Metropolitan Development Authority (CMDA) is the planning authority for the Chennai Metropolitan Area (CMA). According to the CMDA website, the CMA was expanded in October 2022 by 1,225 villages and now covers 5,904 sq km across Chennai and parts of Thiruvallur, Kancheepuram, Chengalpattu and Ranipet districts, including the Avadi, Tambaram and Kancheepuram corporations.
Rule 5 of the Tamil Nadu Combined Development and Building Rules, 2019 makes CMDA, or a local body it has delegated the power to, the authority for planning permission. The building permit comes from the local body. Who does what depends on size:
Not sure which local body your village is in? Use the portal's Know Your Local Body search.
The Second Master Plan for the CMA, in force since 2 September 2008, sets the land use zones. The Tamil Nadu Combined Development and Building Rules, 2019 (TNCDBR), notified on 4 February 2019, set the building rules across the state. CMDA's TNCDBR page lists 14 amendments, the latest dated 30 October 2025. The ones that matter most for a house:
For what setbacks, FSI and height limits mean on your plot, see our explainer on setbacks, FAR and height limits.
Tamil Nadu's land records are on the Revenue Department's e-Services of Land Records portal. Pull the patta, chitta and field measurement book (FMB) sketch, or the Town Survey Land Register in city areas, and check the owner and extent against the sale deed.
Then check the zone. CMDA's Masterplan Land Use Maps show the zone by local body and village. If the plot is not in a residential zone, step two applies. Our plot due diligence checklist covers the other checks to run before you pay.
Inside the CMA, the zone decides. A plan that does not conform to the Master Plan land use is refused, according to CMDA's planning permission page. If your land is zoned for something else, you apply to CMDA for a Change of Use of Land with title deeds, patta and FMB, and a site and topography plan covering 500 m. The portal's CMDA procedure page lists these fees:
| Charge | Amount |
|---|---|
| Scrutiny fee | ₹30,000 |
| Newspaper publication (up to 10 revenue sub-divisions) | ₹30,000 |
| Each additional sub-division above 10 | ₹1,000 |
| Publication in the Tamil Nadu Government Gazette | ₹5,000 |
The change is advertised first, so budget months, and never buy assuming it will be granted.
Outside planning areas, the Change of Land Use (Agriculture to Non-agriculture in Non-planning Areas) Rules, 2017 apply: you apply to the local body, which needs DTCP's concurrence, and DTCP needs the Collector's concurrence for wet land or an agriculture department report for dry land. Our Pune guide shows how differently Maharashtra handles conversion.
The Tamil Nadu Regularisation of Unapproved Plots and Layouts Rules, 2017 cover layouts where at least one plot was sold by a deed registered on or before 20 October 2016, and not later ones.
This matters for your permit: both routes below ask for an approved or regularised layout, or proof that the plot existed before 20 October 2016.
Paper is no longer accepted. Applications to GCC and other local bodies, including self-certification, go through the Tamil Nadu Single Window Portal for Planning Permission, which publishes a document checklist. Proposals for CMDA itself go on CMDA's Online PPA portal. CMDA's online PPA page notes that layouts have been online only since 19 September 2023.
For a small house, the permit no longer waits for an officer. Under G.O. Ms. No. 133, as extended by G.O. Ms. No. 118:
An architect or registered engineer still signs the drawings, and you undertake to build to them.
Everything else is scrutinised. Under rule 10 of the TNCDBR, the authority can ask for more particulars within 15 days and must issue the permission within 45 days of receiving the plan and everything required. Under rule 14, a planning permission or building permit is valid for five years from issue, and the work must be finished within it; the authority can extend it once by three years if you apply before it expires. (CMDA's web page still says three years, which predates the 2019 rules.)
What was announced in August 2026. DT Next reported that the state will raise self-certification to 5,000 sq ft for ground plus two and stilt plus three homes, introduce third-party certification up to 8,070 sq ft, and let corporations and municipalities approve homes up to 16,140 sq ft. As of 16 October 2026, no amendment for this appears in the lists CMDA and DTCP publish, so the limits above still apply until it is notified.
Only registered professionals can file, so appoint your architect early. For a realistic budget once approvals are in hand, see our Chennai construction cost breakdown.
The portal's checklist sets out the stages after approval: a commencement notification, a plinth level inspection intimation with photographs of the setbacks on all four sides, a last storey inspection intimation, and the completion certificate. Small deviations caught at plinth are a redraw; caught later, they can mean demolition.
Under rule 20 of the TNCDBR, as amended in 2024 (G.O. Ms. No. 69 and G.O. Ms. No. 123), electricity, water and sewerage connections need the completion certificate. Exempt are homes up to 14 m with no more than eight dwelling units or 750 sq m, commercial buildings up to 300 sq m and 14 m, and industrial buildings. The authority is to decide within 30 days.
CMDA ran a public vision survey for a Third Master Plan in 2023 and an experts' seminar on 18 October 2023, according to its press releases. As of 16 October 2026, no draft has been published for objections. Deccan Chronicle reported on 11 August 2026 that the initial draft, covering 2026 to 2046 and the original 1,189 sq km area, was in weekly departmental consultations and that its release would be delayed by at least a year. LiveChennai reported in July 2026 that once the government approves the draft, it goes out for a two-month public consultation before it is notified.
Until then the 2008 plan governs, so buy on today's zone, not a reported draft.
For most houses inside the city, the Corporation: GCC handles homes up to ground plus two or stilt plus three, 12 m, 16 dwelling units and 10,000 sq ft. Larger buildings need CMDA's planning permission, then GCC's building permit.
Yes, under self-certification: a plot up to 2,500 sq ft, floor area up to 3,500 sq ft, at most two homes, ground plus one or stilt plus two, up to 10 m, in an approved or regularised layout. The permit is generated once the charges are paid.
The rules set 45 days from receipt of the plan and all required documents, with queries allowed in the first 15 days. Self-certified houses get the permit on payment.
Not until the land use allows it. Inside the CMA, agricultural zoning needs a Change of Use of Land from CMDA. Outside planning areas, the 2017 rules apply, with the Collector's concurrence for wet land.
Not for a home up to 14 m with no more than eight dwelling units or 750 sq m. Larger buildings need one before utility connections.
Approvals go faster with someone who has filed in your area before. Browse architects on MOA, see their work and message them directly, with no commission on either side.
