Who approves your Thane plot (TMC, a neighbouring corporation, MMRDA or the Collector), the Thane-only rules inside UDCPR, the draft revised DP, and NA conversion after the 2025 reform.
Before you rely on any of this: rules, fees and portals change often. This guide was updated in October 2026 for Maharashtra's 2025 land revenue reform. UDCPR clauses below are from the official copy consolidated to 30 January 2025; later changes are notified separately. Confirm the current position with the authority, or an architect who has filed in your area recently, before you spend money. This is a plain-English guide, not legal advice.
Inside Thane city, building plans are approved by the Thane Municipal Corporation (TMC) under the state's Unified Development Control and Promotion Regulations (UDCPR), filed online by your architect. Thane also has rules that apply nowhere else, written into UDCPR itself, and a short drive in any direction puts you under a different authority. So two questions decide everything: who approves this survey number, and which Thane-only rules touch it?
If the land is still agricultural on paper, the 2025 reform means no separate NA permission from the Collector where the plan allows housing: the building permission does the conversion.
"Thane" on a listing can mean the city, the district or just "near Thane". The authorities you are likely to meet:
If the seller cannot say which applies, treat that as a warning sign. Our plot due diligence checklist covers the other checks to run before you pay.
Thane follows UDCPR, sanctioned by the State on 2 December 2020 and applicable to every planning authority and Regional Plan area in Maharashtra except Greater Mumbai and a short list of others, including MIDC, NAINA and JNPT. Mumbai's DCPR 2034 does not apply here; our Mumbai guide covers that rulebook. UDCPR has been modified dozens of times since 2020, so use the latest consolidated copy from the Directorate of Town Planning (currently updated to 30 January 2025) and ask your architect about anything notified since.
What generic Maharashtra guides miss is that UDCPR treats Thane differently in places (30 January 2025 copy):
| Rule | What it says for Thane |
|---|---|
| Parking (Regulation 8.2.2) | TMC's multiplying factor for off-street parking is 1.00, the same as Pune. Other corporations in the MMR use 0.8, so a Thane building needs more parking than the same building in a neighbouring city. Redevelopment projects in TMC use 0.8. |
| Ancillary FSI premium (Regulation 6.1.1) | Charged at 15 per cent of the ready reckoner land rate in Pune and Thane, against 10 per cent in other MMR corporations. |
| Big roads (Regulation 10.2.2) | No construction within 7.5 m of the Eastern Express Highway or of roads wider than 52.5 m. |
| Air Force Station Thane (Regulation 10.2.5) | No construction, digging or tree planting within 100 m of the station boundary. |
| Defence establishment (Regulation 10.2.6) | Height limits in colour-coded zones around the unit in Kolshet, Kavesar and Waghbil, from nil near the boundary to 84 m further out. |
| Chemical zone (Regulation 10.2.4) | A 100 m green belt around hazardous chemical industries, then a 150 m low density zone limited to FSI 0.5 and ground plus two floors. |
| Small-plot redevelopment (Regulation 10.2.15) | On plots up to 1,500 sq m with buildings up to 24 m, the 6 m side and rear margin can be relaxed to 3 m in genuine hardship, subject to a fire NOC. |
If your plot is near the highway, Kolshet or an industrial belt, read these clauses before design starts.
The zoning of your survey number comes from TMC's development plan. According to TMC's commissioner, quoted by PTI in The Week on 14 October 2024, the original plan was approved in 1999 for 20 years, and the draft of the first revised plan was published that day for 60 days of suggestions and objections, to be heard by a government-appointed committee. As of October 2026 we could not find a notification sanctioning the revised plan, so treat it as a draft unless your architect shows you otherwise.
This matters more since the 2025 reform, because the new law accepts a use permitted by the draft or final development plan. Check your plot's zone and any reservation, such as a park or a road, in both the 1999 plan and the draft.
The Maharashtra Land Revenue Code (Second Amendment) Act, 2025 (bill text as gazetted on 8 December 2025, PRS India) rewrote sections 42 and 47 of the Code. Punekar News reported on 12 February 2026 that a Government Resolution had put it into effect. In short:
Our Pune guide covers the reform in more depth, including land converted earlier. Two cautions for Thane: the reform only helps where the zone permits housing, and in a Regional Plan area, where the Collector is the building Authority, we could not find official guidance on how the premium is collected, so ask the Collector's office before you budget.
Your architect or licensed engineer files the proposal on BPMS, the Urban Development Department's online system. The portal lists services from building permission and plinth intimation to part and full occupancy. Its Procedure for Building Permission, written for municipal councils, shows the flow: owner e-KYC, uploads, a scrutiny fee, a site visit, scrutiny against the regulations, then development charges and a digitally signed permission. In practice you cannot file it yourself: the system is built around a licensed professional who signs the drawings.
UDCPR sets the clock:
Without an OC, utility connections, resale and home loans all become harder.
If your plot holds an old building, check whether it falls inside an urban renewal cluster before planning a standalone redevelopment. UDCPR's Urban Renewal Scheme (Regulation 14.8) applies to municipal corporations, including Thane, for clusters of at least 10,000 sq m in non-congested areas or 4,000 sq m in congested areas, on a road at least 18 m wide. Clusters come from the development plan or an Urban Renewal Plan notified by the Commissioner, and a note for Thane treats structures in gaothans merged into the corporation in 1982 as protected and legal. Ask TMC's town planning department whether your property sits in one.

Inside the city, the Thane Municipal Corporation under UDCPR 2020, through a licensed professional filing on BPMS. Neighbouring cities have their own corporations, MMRDA approves in its notified areas, and the Collector in Regional Plan areas.
Not a separate one, if the draft or final development plan or the Regional Plan permits your use. Since the 2025 amendment, the building permission effects the conversion, with a one-time premium.
We could not find a sanction notification as of October 2026 for the draft published in October 2024, so check both plans for your survey number.
Often, but first check whether it sits inside an urban renewal cluster under UDCPR Regulation 14.8, in which case the cluster plan may govern.
