Authorities Made Easy: Building Permit and Land Rules in Thiruvananthapuram (2026 Guide)
Who issues your building permit in Thiruvananthapuram, how the Master Plan 2040 and its pending variation apply, CRZ categories along the coast, airport and heritage NOCs, and paddy land checks.

Before you rely on any of this: Kerala amended both building rulebooks on 29 October 2025, permits now run on K-SMART, and a change to the Thiruvananthapuram Master Plan was still in draft when this guide was updated in October 2026. Confirm the current position with the local body, or an architect who has filed there recently, before you spend money. This is a plain-English guide, not legal advice.
In Thiruvananthapuram, the building permit comes from the Secretary of the local body your plot is in: the Thiruvananthapuram Municipal Corporation, a municipality such as Neyyattinkara or Nedumangad, or a grama panchayat. The Corporation and municipalities follow the Kerala Municipality Building Rules, 2019 (KMBR), panchayats follow the Kerala Panchayat Building Rules, 2019 (KPBR), and a small house can get a self-certified permit on K-SMART.
What makes the capital different is the set of layers above those rules: a sanctioned master plan that overrides them inside the Corporation, a long coastline under CRZ limits, an airport, and heritage areas. Check those before anyone draws a plan.
The state-wide rules are the same as in Kochi, and our Kochi building permit guide covers them in detail. This guide focuses on what is specific to Thiruvananthapuram.
First question: which body issues your permit?
Under rule 4 of the Kerala Municipality Building Rules, 2019, no one may build, rebuild, extend or alter a building without first getting a permit from the Secretary, and "municipality" in those rules includes a Municipal Corporation.
Thiruvananthapuram Municipal Corporation: KMBR applies, plus the Master Plan described below. The Corporation's website links its building permit service to K-SMART.
Municipalities in the district, such as Neyyattinkara, Nedumangad, Attingal and Varkala: KMBR applies, and the permit comes from that municipality's Secretary.
Grama panchayats, including those around the city's edge that the master plan notice lists as its boundary (Kadinamkulam, Pothencode, Karakulam, Vilappil, Aruvikkara, Pallichal, Kalliyoor, Venganoor and Kottukal, among others): the Kerala Panchayat Building Rules, 2019 apply, and the panchayat Secretary issues the permit.
A plot that feels like the city can sit in a panchayat, so read the local body on the land tax receipt. Our plot due diligence checklist covers the title, access and record checks to run at the same time.
In Thiruvananthapuram the local body sets the rulebook, and the land record, the coast, the airport and heritage each add their own check before the permit. Diagram: MOA
The rulebook, and what changed in 2021 and 2025
KMBR 2019 (G.O.(P) No. 77/2019/LSGD) and KPBR 2019 were published on 8 November 2019; KMBR 2019 replaced the 1999 rules, so ignore guides that quote KMBR 1999. Two amendments matter for a house:
Inside the Corporation: the Master Plan 2040 comes first
Thiruvananthapuram has a sanctioned master plan. The government gave final sanction to the Thiruvananthapuram Master Plan, prepared under AMRUT, by G.O.(Ms.) No. 85/2024/LSGD of 4 July 2024. The Corporation's master plan page says it came into force with its gazette notification on 19 July 2024, and publishes its 116 maps, including survey-number-wise land use maps and a list of proposed road widening.
This matters because rule 3(3) of KMBR 2019 says the provisions of any Master Plan in force under the Kerala Town and Country Planning Act, 2016 prevail over the building rules. So inside the Corporation, your survey number's zone decides which uses are allowed, and a widening line can take part of the plot. Look up both before you buy.
A change is pending. On 12 February 2026, at the Corporation council's request, the government published a draft variation of the plan (Kerala Gazette, 16 February 2026) to make its zoning regulations fit "the present development scenario". The draft would:
drop several limits in the zoning tables, including a 150-unit limit and built-up area caps of 3,000 and 10,000 sq m against certain uses in the Mixed Residential Zone;
add apartments to the uses listed for the Mixed Residential Commercial Zone;
allow government projects in every zone except the Conservation, Water Body and Buffer Water Body zones.
The Form VIII notice of 3 March 2026 gave sixty days for objections. On 16 October 2026 the Corporation's page listed only the draft, and we found no final notification, so design to the 2024 plan until it is final.
The 2025 permit form asks for the type of land as per the Basic Tax Register (BTR) and as per the Data Bank under the Kerala Conservation of Paddy Land and Wetland Act, 2008. In short:
In the data bank: treat it as land you cannot build on. The only route is a Form 5 application to the Revenue Divisional Officer (RDO) to show it was wrongly included, with a ₹100 fee per the Revenue Department's Know Your Approval note. The Kerala High Court held in February 2023 that conversion can be considered only after the RDO removes it.
Recorded as paddy but not in the data bank: this is "unnotified land". Under section 27A, apply to the RDO in Form 6 for up to 20.23 ares (about 50 cents) or Form 7 above that, with a ₹1,000 application fee.
The conversion fee, from the government notification of 25 February 2021 reproduced by the Supreme Court in State of Kerala v. Moushmi Ann Jacob (20 February 2025), is nil for a holding of 25 cents or less, 10 per cent of fair value above that and 20 per cent above one acre, charged on the whole holding. Land that was one unit on 30 December 2017 and was later split is assessed as a whole.
The Kochi guide has the full detail. Never buy assuming conversion will follow.
The coast: CRZ categories in Thiruvananthapuram district
Thiruvananthapuram district has 73.96 km of high tide line along the sea, according to the Environment Department's CRZ Standard Operating Procedure (January 2025), under Kerala's Coastal Zone Management Plan approved on 16 October 2024. The SOP lists 26 of the district's local bodies:
Category
Local bodies
CRZ II
Thiruvananthapuram Corporation, Varkala and Attingal municipalities, and Chenkal, Venganoor, Andoorkonam, Mangalapuram, Kadakkavoor and Vakkom panchayats
CRZ II and III A
Karumkulam, Kottukal and Chirayinkeezhu panchayats
CRZ III A
Kulathoor, Poovar, Kadinamkulam, Anchuthengu, Vettoor and Edava panchayats
No-development zone along tidal water bodies
Karode, Thirupuram, Azhoor, Manamboor, Cherunniyur, Ottoor, Kizhuvilam and Elakamon panchayats
What that means for a house, according to the SOP:
CRZ II (the Corporation's category): new buildings only on the landward side of the existing road or of existing authorised structures, under KMBR, but with the FSI as it stood on 18 January 2019.
CRZ III A: the first 50 m from the high tide line is a no-development zone. Beyond it, a dwelling may be built up to 9 m high with only ground and one upper floor.
Tidal water bodies: the zone runs 50 m from the high tide line or the width of the creek, whichever is less.
Who decides: the local body Secretary for houses with a plinth area up to 300 sq m; the Kerala Coastal Zone Management Authority (KCZMA) for larger homes and all other buildings.
The SOP sets no separate rules for the area around Vizhinjam port, and we found no other official notice on house permits there, so plots near the port follow the categories above.
Airport, heritage and monument clearances
The 2025 NOC table in both rulebooks lists clearances that matter in a capital city:
Airport height: buildings within 20 km of an Airport Reference Point, or covered by the colour coded zoning map approved for that airport, need an NOC from the Airports Authority of India (AAI). AAI's NOCAS portal says no NOC is needed for a structure below the height its zoning map allows. Thiruvananthapuram International Airport is on the city's coast, so ask your architect to check this for any plot in or near the Corporation.
Heritage: sites in areas declared, identified or advised by the Art and Heritage Commission as having heritage value need the Commission's NOC, and KMBR makes its recommendations binding on the municipality.
Monuments: any activity within 300 m of a monument protected by the Archaeological Survey of India needs the ASI's NOC.
Find out early, because each NOC runs on its own timeline.
Low risk house: under the 2025 amendments, a residential building with a built-up area under 300 sq m and no more than two storeys excluding the basement. The owner and licensed architect or engineer self-certify, and the Secretary's Acknowledgement Certificate is deemed to be the permit. Note that CRZ counts plinth area, low risk counts built-up area.
Everything else: scrutinised and permitted by the Secretary, who must decide within 15 days under the 2021 amendment. Buildings over 1,000 sq m or 15 m need a Fire and Rescue Services NOC.
Validity: a permit or Acknowledgement Certificate is valid for five years and can be extended once for five more.
Either way, the Master Plan zoning still applies inside the Corporation. Only licensed professionals can file, so appoint your architect early. Our list of Thiruvananthapuram studios on MOA is one place to start.
Plinth, occupancy and regularisation
At plinth level, the architect or engineer files an intimation with dated photographs before work continues. Under the 2025 amendment, a one or two-unit home of up to 500 sq m can get its occupancy certificate once the structure, external doors, minimum sanitation and stair handrails are done. Chapter XX of KMBR 2019 lets the Secretary regularise unpermitted work on a compounding fee, but only where it does not break the Act or the rules: a remedy, not a plan.
The sequence, in one place
Find the local body on the tax receipt.
Inside the Corporation, look up the survey number's zone and any road widening in the Master Plan 2040.
Check the BTR and the data bank; apply in Form 5, 6 or 7 if needed.
Near the sea or tidal water, check the CRZ category.
Check airport height, heritage and monument NOCs.
File on K-SMART through a licensed architect or engineer, then the plinth intimation and the occupancy certificate.
Frequently asked questions
Who issues the building permit in Thiruvananthapuram?
The Secretary of the local body: the Corporation inside the city, or the municipality or grama panchayat outside it, through K-SMART.
Is the Thiruvananthapuram Master Plan 2040 in force?
Yes, since its gazette notification on 19 July 2024. A draft variation of its zoning rules, published in February 2026, was not yet final on 16 October 2026.
Do CRZ rules apply to a house in Thiruvananthapuram?
Near the sea or tidal water, yes. The Corporation is CRZ II; Poovar, Kadinamkulam and Anchuthengu are CRZ III A, with a 50 m no-development zone. Homes over 300 sq m of plinth area need KCZMA clearance.
Do I need an airport NOC to build a house in Thiruvananthapuram?
Possibly. The rules require an AAI NOC within 20 km of the Airport Reference Point or as per its zoning map, though none is needed below the height the map allows. Check on NOCAS.
Can I build a house on paddy land near Thiruvananthapuram?
Not on data bank land. Unnotified paddy land needs RDO permission in Form 6 or 7; the fee is nil up to 25 cents and 10 per cent of fair value above that.
Approvals go faster with someone who has filed locally. Browse architects on MOA, see their work and message them directly, with no commission on either side.
